EN 301 549

EN 301 549 is Europe's technical standard for accessible technology. It builds on WCAG and is the yardstick used to check compliance with the European Accessibility Act.

What it is

Where the European Accessibility Act is the law, EN 301 549 is the detailed checklist behind it. It covers websites, mobile apps, documents, hardware, and support services. Its web and app requirements are based on WCAG 2.1 Level AA, with extra clauses for things WCAG doesn't reach.

Who it covers

Any organisation that has to prove EAA or EU public-sector compliance — which in practice means anyone selling digital products or services into the EU.

What it requires

Meeting the relevant clauses of EN 301 549. For a website or app, that starts with WCAG 2.1 AA and adds items such as accessible support and hardware requirements where relevant.

Key dates

Tied to the EAA (applicable from 28 June 2025) and the Web Accessibility Directive for public bodies.

What non-compliance costs

National market-surveillance authorities can order fixes, withdraw non-compliant products from sale, and impose penalties set by each member state.
