EU Web Accessibility Directive

The EU Web Accessibility Directive requires public-sector bodies across Europe to make their websites and mobile apps accessible to WCAG 2.1 Level AA.

What it is

Directive (EU) 2016/2102 came before the broader European Accessibility Act. It targets the public sector specifically — government sites, apps and their documents — and requires each to publish an accessibility statement and a feedback mechanism. Conformance is measured through EN 301 549.

Who it covers

Public-sector bodies in EU member states: national, regional and local government, and many bodies governed by public law.

What it requires

WCAG 2.1 AA (via EN 301 549), a published accessibility statement, and a way for users to report barriers.

Key dates

Already in force across member states; existing websites, new websites and mobile apps came under it on a staged timeline that has now passed.

What non-compliance costs

Enforcement varies by country, but non-compliant bodies face monitoring, public reporting and orders to remediate.
